Homefinder Torbay scheme is changing to Devon Home Choice on 3 February 2010. This will allow applicants the opportunity to move within the 10 local authorities in Devon, including Plymouth and us. In order to apply for Torbay Council properties you will need to re-register on the Devon Home Choice
website.
website.Devon Home Choice is a 'Choice Based Lettings' scheme. Council or housing association homes which become vacant are advertised on the Devon Home Choice
website and applicants on the housing register can 'bid' for properties they are interested in. Each property is allocated to the bidder in the greatest level of housing need. It is a much more open, transparent, and customer-based approach to the letting of homes.

If you have been contacted because you are already on the housing register or waiting list of one of the local authorities or housing associations in Devon or you want to join the Devon Home Choice waiting list then you will need to complete the application form on the Devon Home Choice
website.
website.Once you have completed Section 1 you will be given a unique reference number at the top of Section 2. Please make a note of this number and the date of birth you entered. You can use the reference number and your date of birth to return to a part-completed application. Your application will be saved each time you complete a Section and click 'Next section'. You may be asked to provide further information before your application can be progressed.
The date of your current application will be transferred to Devon Home Choice, so you will keep any 'waiting time'.
How the choice based letting system will work
- People applying for social housing across Devon will only have to complete one application form and be assessed in accordance with the common letting policy.
- Applicants will be placed in one of five bands according to their housing need.
- Applicants will be notified about the type of property including the number of bedrooms they are eligible to bid for.
- Landlords will advertise their properties and applicants will choose which homes they are interested in "bidding” for. "Bid” is the term used to mean that you want to apply for the property.
- The property will generally be offered to the applicant with the greatest housing need, who expressed an interest in the property, and meets the criteria.
- Properties will be advertised weekly.
- Applicants will be able to "bid” on up to 3 properties a week.
- Applicants will be notified if they are the highest pointed applicant.
- CBL will enable applicants to express an interest in available properties rather than being selected from a waiting list.
- Once the bidding deadline has ended, the property will be offered to the eligible person in the highest band with the earliest application date.
- This should help applicants develop realistic expectations regarding their chances of success and the likely waiting period.
